Personalized Adequacy and Probabilistic Service Performance
Abstract
A personalized treatment rule and a service-resource configuration can both vary by operating context, but their outcome mechanisms differ. Evaluation should define the contextual action and requirement before allocating evidence. Local validation remains necessary in each application. An average conditional fit cannot establish that either rule is adequate in a sparse or changed operating region. This focused synthesis develops an empirical comparison that preserves the terminal action, observation process, and total verification cost. Its proposed tests are prospective; no new simulation run, model-training result, or intervention effect is reported.
