Abstract

Partition allocation can locate a region that looks adequate before fine ranking is resolved. The adequacy criterion should be fixed outside the search. Evaluation separates discovery cost, false acceptance, and terminal checking work. Savings are meaningful only when the independently checked acceptable action satisfies the same requirement across compared procedures. This focused synthesis develops an empirical comparison that preserves the terminal action, observation process, and total verification cost. Its proposed tests are prospective; no new simulation run, model-training result, or intervention effect is reported.
