Abstract

The question concerns missing CO measurement as an observed outcome. The secondary ordinary least squares analysis contains 8,991 observations and uses cluster covariance. The coefficient on T is -0.0048, with a 95 percent interval from -0.0107 to 0.0011. Missing CO is treated as recorded observation availability. This prevents the sentinel from appearing as a physically negative concentration and makes selection into an analysis visible. Inspection and robust selection motivate an independent audit of unobserved outcomes. The missingness association cannot determine the pollutant values in excluded hours or establish that a measurement intervention would improve quality. The estimates describe the released collection and its conditioning set. No new data collection, simulator experiment, or deployment-policy evaluation is claimed.
