Abstract

Partition allocation can purchase new regional coverage, while a myopic ranking procedure refines a local comparison. Their value depends on what remains uncertain about the final action. Evaluation should record discovery and replication separately and reserve terminal checks. Long-run allocation quality within a known list does not establish adequate search coverage. This focused synthesis develops an empirical comparison that preserves the terminal action, observation process, and total verification cost. Its proposed tests are prospective; no new simulation run, model-training result, or intervention effect is reported.
