Abstract

Network-intervention search and partial inspection leave different parts of the system unseen. Their common evidence problem is the relationship between targeted observations and the wider outcome population. Evaluation should retain network structure or spatial coverage and use an independent stream for residual risk, preventing detected outcomes from being read as complete system prevalence. This focused synthesis develops an empirical comparison that preserves the terminal action, observation process, and total verification cost. Its proposed tests are prospective; no new simulation run, model-training result, or intervention effect is reported.
